DC's general funds budget blends Local tax revenue, Special Purpose Revenue (program fees), and Federal grants, grouped into appropriation clusters. See the glossary

DC's general funds budget mixes three kinds of money: Local (DC tax revenue), Special Purpose Revenue (fees tied to specific programs, like parking tickets funding DDOT), and Federal (grants and matches from Washington).

Agencies are grouped into appropriation clusters - Public Education, Human Support Services, Public Safety & Justice, and so on.

Operating Budget

Day-to-day spending: staff salaries, contracts, grants, services. One-year appropriation.

General Funds operating budget by appropriation cluster (~$12.7B of the $21.2B total). Federal Medicaid, federal grant pass-throughs, and most intra-District transfers are excluded.

Capital Budget

Multi-year investments in buildings, roads, IT systems, and equipment. Appropriated over a 6-year plan.

FY27 capital appropriation: $2.6B. Multi-year plan total (FY27–FY32): $11.2B.

FY2027 Budget Gap
