Operating Budget

Day-to-day spending: staff salaries, contracts, grants, services. One-year appropriation.

General Funds operating budget by appropriation cluster (~$12.7B of the $21.2B total). Federal Medicaid, federal grant pass-throughs, and most intra-District transfers are excluded.

Capital Budget

Multi-year investments in buildings, roads, IT systems, and equipment. Appropriated over a 6-year plan.

FY2027 Budget Gap

DC faces a projected $1.1 billion shortfall in FY2027. The Mayor's proposal addresses it through program reductions, revised revenue estimates, and prior-year savings. Council committees will modify this mix during markup before the final vote.
